Welcome, Parents and Guardians of English Learners!
We are proud to welcome you and your family to the Barstow Unified School District English Learner community! Our goal is to support your child’s success in both learning English and achieving academic excellence. This webpage is here to provide you with important information, helpful resources, and updates about our English Learner programs.
About the Structured English Language Immersion (SEI) Program
Your child is enrolled in the Structured English Language Immersion (SEI) program, which is designed to help English learners build strong skills in listening, speaking, reading, and writing in English. Here’s what the program offers:
- Daily English Language Development (ELD) instruction tailored to your child’s language level.
- Academic instruction in English using strategies that make learning easier and more effective.
- Highly trained teachers who support both language development and academic growth.
- A respectful and inclusive environment that values your child’s home language and culture.
Our mission is to help your child become confident in English while continuing to thrive in all subject areas.

- Talk with your child about what they are learning at school.
- Encourage reading and speaking in both English and your home language.

DELAC
District English Language Advisory Committee (DELAC)
A district-level English Learner Advisory Committee comprised of parents, staff, and community members designated to advise district officials on English learner programs and services.
English Language Advisory Committee (ELAC)
A school-level committee comprised of parents, staff, and community members designated to advise school officials on English learner programs and services.
ELPAC
The ELPAC is the required state test for English language proficiency (ELP) that must be given to students whose primary language is a language other than English. State and federal law require that local educational agencies administer a state test of ELP to eligible students in kindergarten through grade twelve. The California Department of Education (CDE) transitioned from the California English Language Development Test (CELDT) to the ELPAC as the state ELP assessment in 2018. The ELPAC is aligned with the 2012 California English Language Development Standards. It consists of two separate ELP assessments: one for the initial identification of students as English learners (ELs), and a second for the annual summative assessment to measure a student’s progress in learning English and to identify the student's level of ELP.

RECLASSIFICATION
Reclassification is the process whereby a student is reclassified from EL status to Fluent English Proficient (RFEP) status. Reclassification can take place at any time during the academic year, immediately upon the student meeting all the criteria.
