Local Control & Accountability Plan Information

At the Barstow Unified School District Board of Trustees Meeting on June 27, 2023, the Board of Trustees was presented with and adopted the proposed Local Control Accountability Plan (LCAP) for 2023-2024. The LCAP was open for public comment from June 13, 2023, through June 27, 2023, at 12:00p.m. 

  • As part of the Local Control Funding Formula (LCFF), school districts, county offices of education and charter schools are required to develop, adopt and annually update a three-year Local Control and Accountability Plan (LCAP). This is to start on July 1, 2014, using a template adopted by the California State Board of Education.

    In addition, the State Board is required to adopt evaluation rubrics to assist local education agencies and oversight entities in evaluating strengths, weaknesses, areas that require improvement, technical assistance needs and where interventions are warranted. 

    The LCAP is required to identify goals and measure progress for student subgroups across multiple performance indicators. The LCAP is a critical part of LCFF. Each local education agency must engage parents, educators, employees and the community to establish these plans.

    The plans will describe the school district’s overall vision for students, annual goals and specific actions the district will take to achieve the vision and goals. The LCAP must focus on eight areas identified as state priorities. The plans also will demonstrate how the district’s budget will help achieve the goals, and assess each year how well the strategies in the plan were able to improve outcomes.
